Husband arrested in Tawang rape
case, two on the run

ITANAGAR, Oct 5: The Tawang Police has arrested Sona Lal Suren, the husband of the lady, who was sexually assaulted and later murdered at Jang in Tawang district on September 27, 2014.
A team headed by OC PS Jang left for Assam to arrest the two suspects, namely Babu Hasda and Babu Soren, who are believed to have fled to Assam after committing the heinous crime.
The Tawang Police as of now is clueless on whereabouts of the other two suspects.
The shocking rape incident has already created uproar in Tawang as various organizations have condemned the incident in strongest terms and demanded justice to the victim.
The Women Welfare Association (WWA) of Jang unit had called on ADC Jang demanding justice and exemplary punishment for the accused. Further, the WWA team along with ADC and OC 90 RCC and BRO labour union members and a team from Tawang Mon Vigilance met the family members of the victim. (With input from Tawang Mon Vigilance)
Six hostels violate safety guidelines,
DC orders closure
ITANAGAR, Oct 5: Lower Subansiri Deputy Commissioner in an order has directed the owners of six private hostels in Lower Subansiri to close down.

without proper permission from the authorities and at the same time were found to
be violating the departmental norms and guidelines for running such private hostels
which prohibits the use of OBT structures for hostels and use of over-
These hostels were also found to be inadequately prepared to tackle fire accidents and natural disasters like earthquake etc as they had failed to install fire safety mechanism. The hostels were also constructed without proper planning for emergency exit and entry as specified by the departmental guidelines.
Earlier, the Deputy Commissioner had directed the Lower Subansiri DDSE to inspect these private hostels.
Further, the school authorities in the district in coordination with the District Administration will continue to inspect all the private schools and their hostels to ensure that RTE guidelines are being followed in these institutions as well as to ensure that the safety and security of the school children are not compromised from any angle.
The Deputy Commissioner has also decided to adopt zero tolerance policy launched by the state department of Education in letter and spirit, according to an official release.
Govt. extends AFSPA in 3 districts in Arunachal
GUWAHATI, Oct 5: The Ministry of Home Affairs, which was contemplating to review the utility of Armed Forces (Special Power) Act, 1958 (AFSPA), has extended disturbed area tag on three districts of Arunachal Pradesh for another six months.
The MHA through a formal notification on September 20, 2014, stated that law and order situation of three districts Tirap, Changlang and Longding has remained unchanged.

The declaration of Tirap, Changlang and Longding districts of Arunachal Pradesh as “disturbed areas” was last reviewed in March 2014, the notification pointed out, adding that the validity of declaration of these three districts of Arunachal Pradesh as “disturbed areas” was extended up to September 30, 2014.
The remote frontier districts were first declared as disturbed areas on September 17, 1991 and AFSPA was promulgated to tackle the growing activities of separatist outfits.

IBHLAPF demands proper implementation of Land Acquisition, Rehabilitation and Resettlement Act

The Forum appealed to all the highway land affected people to cooperate with the concern authority and requested them not to construct any new structure within the ROW of highway alignment after completion of the asset assessment.
It further appealed to the concern authority for inclusion of land development charges in the DPR/compensation assessment to compensate the land owners as per CPWD rate.
The Forum further appealed to the State Government for immediate implementation of the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Right) Act, 2006, and diversion of all the Reserved Forest into non reserved forest from Chandernagar to Banderdewa as per Act.
Meanwhile, the Forum appealed to the state Government to provide suitable government job to eligible members of the recent Karsingsa landslide victims’ family and early restoration of the road from Banderdewa to Karsingsa which has remained cut off since August 15.
Preparations afoot to receive Dalai Lama
TAWANG, Oct 5: Preparations have been started to receive Dalai Lama in Tawang next year.
UD, Tourism, Art & Culture etc. Minister Pema Khandu accompanied by Parliamentary Secretary (RWD) Jambey Tashi, MLA Tsering Tashi, ZPC Jambey Tsering and Deputy Commissioner Abhishek Dev and other prominent leaders of Tawang today visited the Tawang Monastery to assess the set up in the monastery where the Dalai Lama will stay during his visit in 2015.
The monk officials led by the abbot of Tawang Monastery Guru Tulku requested the young minister to ensure Govt. assistance for undertaking minor repairs and alternations in the monastery for the stay of His Holiness.
After a thorough examination of the monastery, including the rooms earmarked for stay of His Holiness, Pema convened a meeting of public leaders and officers of the district in the Gompa premises.
Addressing the meeting, Pema directed the Renovation Committee, which was constituted to assess the renovation works required in various venues of the visit of His Holiness to start their site inspection at the earliest.

He requested for installing a lift in the monastery for exclusive use of His Holiness as his ripe age restricts use of the staircase. Apart from the need of developing a proper vehicle parking lot, the Abbot also requested for beautification of the monastery and tent accommodation for devotees arriving from far and wide during the proposed week long visit and preaching sermon of His Holiness.

Bangladesh WWRE team lauds cultural heritage of Arunachal
AALO, Oct 5: Bangladesh Army, who conducted three days White Water Rafting Expedition (WWRE) under the leadership of Major Sadat, visited Donyi Polo Dere, District Emporium, Darka village and witnessed traditional cultural shows yesterday.
Attending a prayer session of Donyi Polo faith, Major Sadat said that Arunachal located in the easternmost part of the country is rich in traditional culture and has many things to offer to the outside world. The simplicity, traditional gestures, rhythmic folk dances, songs and varieties of cuisines easily available are unique, he said after visiting the residence of a local resident where they were given the taste of local beer along with other food items.
Pakjum Ete of Donyi Polo faith briefed them about the Donyi Polo cult after the prayer session. He congratulated them for the successful mission saying that all ancient civilizations have flourished in the river valleys and such expeditions will surely bring goodwill and friendship among the people of the two countries.

ITANAGAR, Oct 5: North Eastern Region Community Resource Management Project (NERCORMP)-
The MoU was signed on behalf of the Changlang Community Resource Management Society – a district society of NERCORMP by Ruzing Bellai, Project Manager cum Member Secretary of District Society and the respective representatives of the partner NGOs, namely AMYAA, Arunachal Vikas Parishad, Amik Matai Society and Seva Kendra Arunachal East.
NERCORMP project is a flagship project of North Eastern Council (NEC) jointly supported by Ministry of DoNER and Govt. of India.

ABK defers 36 hrs bandh

Eid greetings
ITANAGAR, Oct 5: Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have conveyed greetings to the people of the State on the auspicious occasion of Eid ul Zuha.
In his festival message, the Governor said that Eid ul Zuha, which is also known as Eid al Adha or Id ul Adha is celebrated with traditional fervour and gaiety all over the world including India. Special prayers meetings are conducted, along with distribution of gifts and foods to relatives, neighbours and the poor. This festivity reminds all of the absolute faith of Ibrahim (Abraham) in Allah and promotes goodwill amongst the people.
“May the sacred occasion continue to strengthen our composite society,” wished the Governor.
In his message this evening, Tuki said, “Eid ul Zuha is a festival of sharing and absolute faith on the Almighty. As long as we humans have ultimate faith on the Almighty, we would desist from sin and the world would continue in peace and prosperity.”
The Chief Minister expressed hoped that the festival would, as always, foster bonhomie and cordial relationship between the people following different faiths.

Youth awareness camp and Archery competition
ITANAGAR, Oct 5: Arunachal Vikas Parishad (AVP)’s Lohit unit conducted two days youth awareness camp at CALSOM School, Tezu on October 4 and 5.
A total of 30 youths and 15 archers attended the camp.

Pasighat celebrates Srimanta Sankardeva’s 566th birth anniversary

PASIGHAT, Oct 5: The 566th birth anniversary of Srimanta Sankardeva was celebrated at the state’s oldest Namghar at Pasighat on October 3.
During the daylong celebration organized by Sri Sri Sankar Guru Krishti Kendra (SSSGKK), Pasighat, various traditional songs and dances were presented by Assamese people and ‘Bhawana’ (Drama) was staged in the evening.
MLA Kaling Moyong said that with his literary and artistic contributions, Srimanta Sankardeva provided the foundation of Assamese culture and also set new values and social synthesis that would strengthen the traditional bond of unity among the people.
The MLA appreciated Ranju Tamuli and Naren Gogoi, President and Secretary of SSSGKK respectively for their efforts to organize the celebration.

Kipa Menya and Kipa Tai Memorial Badminton Championship
ITANAGAR, Oct 5: Jomde Ete of Naharalagun Badminton Club won the title of single open category in the Kipa Menya and Kipa Tai Memorial Badminton Championship which concluded yesterday.
Nabum Ravi bagged the first runners up title and Tana Nama and Oni Pabin bagged the 2nd runners up title.
28 players took part in single open to all category.
In the double’s event, the championship title was bagged by the pair of Tana Nama and Nisho Tagar defeating Kipa Niama and Kipa Kechak in the final. The second runners up titled went to the pair of Jomde Ete and M.F. Bengia, and Dr. Mui Tama and Tumbom Bomjen.
The award distribution ceremony was held at the residence of Kipa Babu, Deputy Chief Councilor Itanagar Municipal.

Need for improved roads
The death of five people due to an avalanche of mud at Karsingsa Sinking Zone on Oct 1 has shocked the people of the state. The incident was purely avoidable had the citizens and the government been a bit more careful.
There seems to have been negligence on the part of the both. For many months now, the people have been walking over the Sinking Zone in order to reach their destinations faster even as the administration has issued directives urging all to avoid the road.
An order was issued vide order No.DM/ICC/01/2014, dated 2nd July, 2014 prohibiting
all traffic movement and closure of the road from Nirjuli to Banderdewa via Karsingsa
and all traffic including commuters were directed to take Doimukh-

Tragedy, triggered by natural disasters cannot be avoided. But it is important that measures are taken to minimise the disasters.
Authorities should now place traffic or police personnel to prevent people from crossing over to the other end of the road as mere warning is not working.
In the meantime, the authorities need to minimise the pain of the commuters by putting

The road building agency, on the other hand need to seriously contemplate whether it is worth the investment on a road that has to be closed every year because of land and mud slides.

Dear Editor,
I am working as clerk in one of the govt. offices. As a human, I too look for greener pasture, so I took out my time from official clerical work and studied hard to crack APPSC Main exam and saved all my one year earned and casual leave.
Before commencement of exam, I took all my earned and casual leave in advance in order to concentrate more on this exam but alas all went in vain due to leakage of paper.
Now no single leave is left for me to appear in this exam. So whosoever conduct this exam again should give minimum 150 days for preparation because everything must start from beginning and those who are in govt. job like me can avail new earned and casual leave.
Why we should miss the opportunity because of someone’s fault?

It would be very kind of you if you could highlight through the Reader’s Column of your esteemed daily, following errors in Answer Keys posted online in the web portal of Hon’ble Gauhati High Court for the written examination conducted recently for recruitment of Sheristedars.
For question no. 8, correct answer is (C) of; for question no. 28, (A) calculation is also correct and perhaps more appropriate ; for question no. 33, (D) off is the correct answer; for question no. 37, (B) chanced upon is the appropriate answer; for question no. 38, the correct answer is (D) persist in demanding ; for question no. 59, (B) Venus is correct, subject to the assumption that the question is based on mean distance of planets from the earth or else the answer will vary depending on time; question no. 87, (A) basement is also correct.
All the above corrections can be easily verified through internet.
It is hoped that the concerned authorities will take necessary action in the general interest of all deserving candidates.

Correct the silly mistakes
Dear Editor,
The recently conducted exam for Sheristadar in permanent bench Itanagar, Gauhati high court has some issues like repeat of questions.
However, I am writing this letter to appreciate the Gauhati High Court for giving answer key of the sheristadar exam so efficiently. But when I went through the answer key provided by the High Court I found that some of the answers are out of this world e.g., Synonyms of cerebral is mental whereas it should be intellectual, Kolkata is a great city I don't know why it is not big city instead. There are several obvious mistakes in grammar portion also. It is the duty of the recruitment in charge to correct those silly mistakes.
We the poor candidates can only urge the department to provide free and fare result so that justice will be given to diligent candidates.

Make use of the waste
Dear Editor,
It’s my request to Urban Department, Itanagar that they try modified bitumen composed
of polythene or polyvinyl chloride collected from the waste thrown by people of Itanagar
Township which in turn will keep our capital free from the hazards of polythene.
It’s proved by National Rural Roads Development Agency that the binding property
and stripping value of modified bitumen is much greater than normal bitumen. A well
constructed Plastic Tar Road will result in the following advantages:-
Strength of the road increased (Increased Marshall Stability Value), better resistance to water and water stagnation, no stripping and have no potholes, increased binding and better bonding of the mix, reduction in pores in aggregate and hence less rutting and ravelling, better soundness property, maintenance cost of the road is almost nil and the road life period is substantially increased.
I wish this little suggestion will help them to improve the Quality of roads of our beloved city which is always stripped off during rainy season and also reduce ever growing plastic waste of our capital.

ILP and haircut
Dear Editor,
This is in response to one of the items in Readers Forum captioned "At a barber Shop" of your issue dated 29th September 2014 regarding ILP card and hair cut. It appears from the caption that the gentleman walked away without paying for haircut in lieu of ILP. This is a serious matter on the part of issuing offices if the allegation is true. Unfortunately my office also issues Temporary ILP. All the Administrative Offices issues ILP/TILP including at Civil Secretariat by the Political Deprtment. TILP Branch is manned by a lady staff in my office. So the question of haircut does not arise. But in this instant case, both the barber and the gentleman are to be penalized and the one who stood as a mute spectator, without raising any protest can't also go away freely a responsible citizen. Such timidity emboldens the wrong doers.

Take a test
Dear Editor,
Nowadays, most of the children in Arunachal Pradesh don’t know their mother tongue and it symbolize lost culture and identity.
Therefore, administration on their part should have to take some step to stop the ongoing culture.
In this regard my suggestion is; while issuing APST certificates; administration should take test of whether the candidate is able to speak his/her mother tongue. Certificates shouldn’t be issued to those who fail in the test.

Understanding “Swachchta”
Dear Editor,
Prime Minister Narendra Modi launched “Swachch Bharat Abhiyan” on Oct 2. Lots are being said about it for the last couple of days. Even in my small town people are seemingly quite enthusiastic. Even processions have been carried out involving school children and NGOs. Kudos to all of them!
When I was looking at the slogans shouting procession passing by, two incidents flashed in my mind like cinema frames.
One is about my dear neighbour who occupies the first and second floors of the building
where I use a portion on the ground floor. The building drain is periodically chocked
up, thanks to all the filths (degradable and non-
Two, that is scene number two, is a small countryside in Switzerland. An American journalist is strolling along a path reading a piece of paper. He knowingly or unknowingly drops the paper somewhere after reading it and resumes his walk. An elderly person taps him from behind, and tells him politely to pick up the piece of paper and keep it with him till he finds a proper place to it dispose off. The American obliges it heartily. He is so impressed with the incident that he goes on to become a Swiss citizen thereafter.
As I said earlier, these two incidents, one which is still happening (sic) with me; and the other which happened with that American gentleman some thirty years back, kept flashing in my mind as I watched those “Swachch Bharat” procession.
“Swachchta” or the cleanliness has to start from each one of us from within. Then only rest will fall into places automatically. For that, no speech, no procession is required.
By the way, is there any law against littering??
